EPA 608 Certification Requirements
Section 608 of the Clean Air Act is federal law: anyone who opens, services, or disposes of stationary refrigeration and A/C equipment needs EPA certification — the same rules in all 50 states. Here is who needs which type, what the exam takes to pass, and where to sit it.
Who Needs EPA 608 Certification?
Federal law (40 CFR Part 82, Subpart F) requires Section 608 certification for anyone who maintains, services, repairs, or disposes of equipment that could release refrigerant into the atmosphere. That bar is lower than most people expect: attaching or detaching hoses and gauges to check pressure, adding refrigerant, and recovering refrigerant all count. If your hands touch the sealed system, you need the card first.
Two boundaries worth knowing. Apprentices are exempt only while closely and continually supervised by a certified technician — it is a training window, not a loophole. And motor vehicle air conditioning is a separate program (Section 609); a 608 card covers stationary equipment only.
Certification also controls purchasing. Under the refrigerant sales restriction, only certified technicians — or businesses that show written evidence they employ one — can buy ozone-depleting refrigerants or HFC substitutes. That is why a shop must keep at least one certified tech on staff, and why many employers require Type II or Universal before they will put you in a van.
Which Certification Type Do You Need?
There are four exam sections. Core is mandatory for everyone and is not a credential by itself — you pair it with the Type that matches the equipment you work on, or pass all four for Universal. Most field technicians go straight for Universal so scope is never a question.

How and Where to Take the Exam
EPA does not run the exam itself — EPA-approved certifying organizations do. ESCO Institute and Mainstream Engineering are the two largest, and between them you can test online from home or in person nationwide. Verified 2026 pricing where the provider publishes it:

Type I is the only certification you can earn with an unproctored open-book exam — but it requires a higher 84% score (21 of 25) in both sections, and its Core section can never count toward Universal. Your Certification Never Expires
Yes — EPA states 'Section 608 Technician Certification credentials do not expire.' There is no renewal or continuing-education requirement, and credentials remain valid even if the certifying organization later ceases operations.
EPA does not issue certification cards. EPA-approved certifying organizations (ESCO, Mainstream Engineering, RSES, ACCA, and others) issue the wallet card after you pass; replacements come from the organization that certified you, usually for a small fee set by that organization.
One exam, one time, whole career
No renewal fees, no continuing-education hours, no expiration date. Pass once, keep the wallet card safe, and the credential follows you for life — employers and refrigerant wholesalers will ask to see it.
The 2026 Refrigerant Transition — What It Means for Certification
New residential and light commercial A/C and heat-pump systems manufactured or imported on or after January 1, 2025 must use refrigerants with GWP of 700 or less — in practice R-32 and R-454B, both mildly flammable A2Ls — replacing R-410A (GWP ~2,088). Existing R-410A systems may be serviced and recharged indefinitely: EPA states there is no requirement to stop using equipment currently in use, and the rules are forward-looking, restricting only new products. EPA has not created a separate federal certification for A2L refrigerants; Section 608 certification still covers this work, though manufacturers and trainers offer supplemental A2L safety courses.
The AIM Act phasedown holds HFC production/consumption at 60% of baseline for 2024–2028; the next step-down is January 1, 2029, to 30% of baseline, reaching an 85% reduction by 2036. On May 21, 2026, EPA finalized a rule revising the 2023 Technology Transitions Rule: for residential and light commercial A/C and heat pumps it removed the January 1, 2026 installation deadline, allowing systems above the 700-GWP limit that were manufactured or imported before January 1, 2025 to be installed until pre-2025 inventory runs out. Refrigerant prices and availability continue to tighten as allowances shrink, which is driving recovery/reclaim demand.
The practical takeaway: the refrigerants are changing, but the credential is not. Your 608 card covers R-410A service today and the A2L systems replacing it — and the shrinking HFC supply is making certified recovery and reclaim work more valuable, not less.

What is EPA 608 certification and who needs it?
Section 608 of the Clean Air Act requires EPA certification for anyone who maintains, services, repairs, or disposes of stationary refrigeration or air-conditioning equipment that could release refrigerant. That includes seemingly small tasks such as attaching gauges to measure pressure or adding refrigerant. Motor vehicle A/C work falls under a separate program (Section 609). Apprentices are exempt only while closely and continually supervised by a certified technician.
How many questions are on the EPA 608 exam and what score do I need?
Each section — Core, Type I, Type II, and Type III — has 25 multiple-choice questions. The regulation sets the passing score at 70%, which in practice means 18 of 25 correct (72%) per section. Universal candidates take all four sections (100 questions). The open-book Type I option has a higher bar: 84%, or 21 of 25, in both the Core and Type I sections.
Which certification type should I get?
Type I covers factory-sealed small appliances (5 lb of refrigerant or less), Type II covers high-pressure equipment such as residential split systems and heat pumps, and Type III covers low-pressure chillers. Most technicians go straight for Universal — all four sections in one sitting — because it covers every equipment class and is what many employers prefer. If you pass Core and only some Type sections, you're certified for what you passed and can retake just the failed sections.
Does EPA 608 certification expire?
No. EPA states that Section 608 certification credentials do not expire, so there is no renewal or continuing education requirement. Your credential remains valid even if the organization that certified you later goes out of business. Keep your wallet card — employers and refrigerant wholesalers will ask for it.
How much does the EPA 608 exam cost?
It depends on the provider and format. Verified 2026 prices: ESCO Institute's remote-proctored exam is $85 and includes one attempt at each of the four sections, with same-day results. Mainstream Engineering's open-book Type I exam is about $27 for the first attempt with cheap retakes. In-person fees at schools and supply houses are set by the local proctor and vary. The certification card itself is included; replacement cards cost extra.
Can I take the EPA 608 test online at home?
Yes. ESCO and Mainstream Engineering both offer live remote-proctored exams through ProctorU — you need a computer with a webcam and microphone, a government photo ID, and a quiet private room, and you must schedule at least 72 hours ahead. Type I is the only certification you can earn with an unproctored open-book exam, but it requires a higher 84% score and its Core section cannot later count toward Universal — you would have to retake Core proctored.
Do I need EPA certification to buy refrigerant?
Yes. Only Section 608-certified technicians (or businesses that show written evidence they employ one) may purchase ozone-depleting refrigerants or non-exempt substitutes such as HFCs. Wholesalers must keep invoices with the purchaser's name, sale date, and quantity. The main exception is small cans (2 lb or less) of automotive refrigerant with self-sealing valves, which remain available for DIY motor-vehicle use; Section 609-certified techs may buy MVAC refrigerant only.
Is R-410A being phased out, and does that change my certification?
New residential and light commercial systems manufactured or imported since January 1, 2025 must use refrigerants at or below 700 GWP — mainly R-32 and R-454B — so R-410A is disappearing from new equipment. A May 2026 EPA rule lets pre-2025-manufactured R-410A systems be installed until existing inventory runs out. Servicing existing R-410A equipment remains legal indefinitely, and your 608 certification does not change: the same recovery, leak, and venting rules apply, and no separate federal A2L certification exists.
Do I need special certification to work with A2L refrigerants like R-32 and R-454B?
There is no separate federal certification for A2L (lower-flammability) refrigerants — EPA Section 608 certification covers the refrigerant-handling rules for them. That said, A2Ls have real safety differences (mild flammability, dedicated recovery equipment ratings, sensor and ventilation requirements), so manufacturers and training bodies offer supplemental A2L safety courses, and some employers require one. Treat that training as a resume advantage, not a legal substitute for 608.
What happens if I fail one section of the exam?
You only retake the section you failed — sections you passed stay passed. Certifying organizations charge a retake fee per attempt (Mainstream's open-book retakes are under $10; ESCO charges an additional testing fee for a failed section). If you pass Core plus at least one Type section, you receive a card for the Types you passed and can upgrade toward Universal later.
